After the death of her mother Margaret (Low) Sheen in Canada in 1918, Norma was adopted and then raised in Arcata (also known as Union), Humboldt County, California by George C. and Edith Anderson Minor. Norma was the only child George and Edith raised. The 1940 Census record for Union Judicial Township shows that Norma and her husband Otis Keith Timmons had two children, one boy and one girl.
Norma was born in Canada to birth parents Thomas George Sheen, Sr. (Find A Grave Memorial # 136567513), who was born on June 9, 1869 and died on January 11, 1951 in Canada (he and his wife are interred in Beechwood National Cemetery, Section 25, Ontario, Carleton, Ottawa, Canada), and Margaret (or Marguerite) Low (one record shows 'Scallan' as her maiden name), born on September 9, 1872 in Canada and died on February 11, 1918 in Canada (Find A Grave Memorial # 136567558).
Norma had many siblings from her birth family in Canada (all siblings, including Norma, were born in Ottawa, Ontario, Canada): Thomas George "T. G." Sheen, Jr., born on September 16, 1899, and died in 1963 (interred with his wife Olive M. She died of eating water hemlock while on a camping trip in Eureka, Calif. She graduated from San Mateo High School in June 10, 1994.
